Granted, the pole is so close to the pegs that it’s pretty much impossible to catch the ball it on the return.

Pretty much. It’s table skittles, which is a miniature version of skittles, from which bowling is derived.

Basically, you swing the ball along the outside of the board with the goal of knocking down the pins when it returns.
