The real question is: why not a cart before the horse?
I think it has some real advantages. Rides smoother than a saddle (as long as it’s on a road), Wouldn’t need reins to steer, and while it would be less stable in a straight line, it would likely be more agile and easier to control in in crowded streets. Plus, you wouldn’t be pooped on.
