I think in force works. Enforced would be fine too, and perhaps better, but in force isn’t wrong.

Maybe they mean to say the rule is in force, as to say the rule holds. But I’m Dutch so what do I know. (The direct translation to Dutch makes sense in that way)

I think it’s grammatically correct—the rule is “in force,” if not enforced, 24 hours a day—but a stupid word choice.
