It’s actually because frozen water in Canada has more volume than liquid water in the USA.

Just a random question: How much trouble will I cause myself if I want to cross the border to the USA when I will be in Toronto as a visiting student?

I wouldn’t expect much trouble. Assuming you hold an NL passport, you should be able to enter the USA under the tourist visa waiver program. Then when you go back to Canada they should let you right in under the student visa. I would allow a little extra time at the border, since probably 99% of the people crossing are US/Canada citizens and that is what the agents are used to, but I wouldn’t expect any major hassle at all.

Minimal. You’ll have to go through secondary inspection the first time crossing into the states (fingerprints, visa waiver paperwork), which might take an hour or so depending on the wait at your chosen crossing. You will get a green waiver card stapled to the inside of your passport, which will make subsequent crossings into the states nice and easy for the next 90 days.

Returning to Canada is simple. Your passport and student visa (permanent resident card in my case) will get a cursory look over, answer the standard questions (what was the purpose of your visit? Are you bringing anything back?) and you’ll be on your way.
