I respectfully disagree.
I am sure those dour Finns were trying their best to be sternly ironic – even sarcastic.
Also: it seems that “vilkas” [lively, heavy, dense, according to Wiktionary] is the adjective that collocates with “traffic”. Literally the sentence says “dense international airspace”.

As an independent country Finland is fairly recent. During most of its history it was part of the kingdom of Sweden so it is to be expected that once borders were agreed for both territories part of the “ethnic Swedes” (o speakers of Swedish) stayed (or were left) in the new “Finland” area - and vice versa.

Having said that (I am sure this text in particular wants to sound pretty serious) it is quite likely that the reality of all these air intercepts is not that terrible (provided there isn’t real tension or aggresive manouvres, of course).
I remember a story about some USAF fighter or another intercepting a Soviet bomber (this happened in the mid sixties) and once they were really close one of the bomber crew members showed the fighter pilot a

poster.
So if both parties are playing it cool there can be plenty of horsing around.
By the way, there is a famous image with the crew of an Aussie Aardvark doing something similar to an aircraft above them (I suppose a tanker?).
