The US is a funny place, why do you insist on building houses out of wood and the material they put around broken limbs?
Even in Brazil the favelas are made out of brick and some have concrete foundations.
This is in Russia, but this is a serious doubt I have.

Cheap. American housing of the past 50 or so years is 100% about cheap. Wood is generally the best part - there’s a lot of cardboard and pressboard out there.
However, living in an area with moderate earthquake risk, I will take wood rather than unreinforced masonry as is typical in the less developed world.

I am more concerned with the engineering of foundations and walls. Random collapses seem to be a thing in some parts of the world. Cheap ticky tack wood tract housing may not always age well, but it usually doesn’t fall down out of the blue.

That’s a crazy video.... unless the guy had absolutely no idea there was a tornado imminent, why was he trying to drive somewhere? The inside downstairs of his house probably fared a lot better than that car did...
