It’s an ultimate waste of resources, a small totem of pointlessness which is both vulgarly stupid and stupidly vulgar. Therefore, any great effort leading up to it is a visual version of a shaggy dog story and The Aristocrats rolled into one.

It’s equal parts the equivalent of someone drunk-mooning a crowd of people and getting amusement by having the joke on the audience . In the original cartoon, it’s effectively an answer to “what would be the single greatest waste of paper” - a juvenile doodle which is an “accidental” attack not only on limits to vulgarity but also logic and reason. Fractal cartoon genitals? It’s so aimless that it rises above merely being vulgar to punctuate or to express (what someone thinks is) meaning - because it has no meaning. It’s just a goofy, mindbogglingly stupid cartoon drawing of genitals with genitals. Dickbutt.
Some people find it funny for something to be that stupid. What makes it much funnier in gif form (as the above “shaggy dog story analog”) is that any gif builds expectations. There is a *narrative*, events are occurring and progressing, so you wait... and then the payoff is completely pointless. Goes out of its way to be completely pointless, in such a way that the craft of finding a *sequence* to end on a non-sequitur and incorporate the non-sequitur is a fine craft indeed.
That’s what people appreciate about a good dickbutt gif. An artfully chosen scene that most recognize, progressing toward that one big moment, and... no, it’s that stupid vulgar doodle again. *immature snicker*
De gustibus non disputandum,
and all that, but it’s a whole encapsulated and structured humor form. You could write dissertations.
