It’s just dry rotted rubber right? Looks like pads put there to prevent scratches from rings and fake nails. My car has handles like that, and let’s just say the previous owner wore a lot of rings.

Yeah, I think it used to be clear vinyl. Never seen it deteriorate like that though. I couldn’t look at that everytime I got in my car.
