They started that campaign in 1987. I live there in the early 2000s as well and I’d say it was largely obsolete at that point, though I still saw it on some old benches and city vehicles.

It is. They were nicer when new of course (though the dead plants don’t do it any favors). Most of them got replaced by “The Greatest City in America” benches, which is probably a bit of a stretch. Also those benches can be depressing too:
