Most of the DLC cars have a lot of mods, and any of the Benny’s cars have tons. Other than that off the top of my head, the Futo, Rebel, Youga, Ruiner, and any of the single player character’s cars have a lot.

Now that I think of it the Sultan that can be made into the Sultan RS is one of the rarest cars in the game. I have one and it’s pretty neat. Can only be found at the prison “reliably”
