Napier were notorious for making weird engines (they made the Deltic and Nomad after all) but even so shaft driven camshafts are a new one for me.

I am trying to figure out what the firing sequence even remotely looks like and I am going cross eyed.

This was a common solution for many aero engines, as it was the least obstructing design for the air flow around the engine. Lion wasn’t air cooled so it actually wasn’t so essential for it though.

And at the lower RPMs that these massive displacement engines run, the gearset is not that stressed. Makes sense. It is amazing how quickly the engine technology advanced between 1908 and 1918.
