You’re dealing with a bunch of people with a “me first” or “look at me” mentality. Their goal isn’t to foster discussion. It’s to garner attention by having their post appear as the latest/greatest at the top of the list.
If the mods really want it to stop, they will need to start applying the temporary ban hammer judiciously.

I think programmatically. A mod-only flag with a quick find-and-replace app would take care of the problem with minimal effort.
