The Z is actually an outdated speed rating, it indicates the tire is approved for speeds above 149mph, however exactly how much more than 149 is undefined. It has been superseded by W, Y and Y in parentheses. W is up to 168mph, Y is up to 186mph and Y in parentheses is in excess of 186mph.

Its still part of the speed rating. Most tires that have a speed rating above Z still have the Z along with the W, Y, or (Y). The Z is redundant. the Tire Rack has a nice writeup about reading tire codes: https://www.tirerack.com/tires/tiretech/techpage.jsp?techid=35
You can see the Y coded tires at the bottom using both ZR and Y in the same tire code.
