Apparently, yes. About a decade ago now I applied for one, and maybe a month later I was sent a letter telling me that I had been randomly selected to provide more information. Enclosed with that letter was a thick packet of incredibly poorly xeroxed forms stapled together, that basically required me to give them my entire life’s story from birth to that day. Some of the highlights I remember it asking for were: the name and address of the hospital I had been born at, the address of every place I had ever lived, the name and address of every school I had ever attended, every place I had ever worked including the names of my immediate supervisors, xeroxed copies of three current forms of ID’s, and my personal favorite, xeroxed copies of five expired ID’s (who the shit keeps those?).

There was more too, those are just what I remember. It was enough information that if it had ever fallen into the wrong hands, my identity would be completely screwed and I could never get it back. It was so poorly xeroxed that I thought it was a scam. I almost called the local police, but ended up just throwing it away. A couple months later, the state department sent my passport photo back with a letter that more or less said, “We asked you to provide more information, and you didn’t. Here’s your picture back, feel free to apply again in the future.”

I really should apply again. I just hope I’m not on some weird list of people to screw with now.

Apart from smoking a fair amount, it actually did fairly well out there for a regular old estate car. Yes, I tried glueing it back on five minutes before I left for the ferry. It didn’t work as you can well see. I then tried three bits of duct tape, and one got torn, so then I tried four, and one tore off again, so I went balls out with 7 and they all stayed on :)
