I was on a reasonably large ferry once (it went on a trip of about 16 hours) where there were only about twenty passengers and everybody could fit in one small lounge.
However, the boat was far from empty.

The thing that cheeses me about WA ferries is the lack of two deck loading. Gives the Lemans start feel to the whole thing. 4 lanes merging into one gives lots of incentive for hero driving.
