The London Metropolitan Police Special Escort Group do this with two, sometimes four motorbikes. One stays with the car and the remainder go on ahead to stop traffic. Minimal disruption to the heart of London with the idea to keep the escorted car moving at all times.
(it used to be more often two bikes and one car, but now an unmarked but well lit Range Rover travels with them).

If it is a legitimate question, I wouldn’t know.
Chevrolet Ventures and Opel/Vauxhall Sintras are closely related but that grille doesn’t seem to be from a European GM product. Numberplate does look a bit special though. Maybe it is a US or Canadian diplomatic vehicle.
