What this choice boils down to is how the government throws a bone to the insurers.
The individual mandate was a way to sell insurers on the idea of offering plans through the exchanges. They take a bit of a bath selling those plans, but if everyone has to get health insurance, they make more money overall from all those new customers.
The GOP now proposes removing the individual mandate, and instead allowing insurers to charge people with a gap in coverage a 30% surcharge for 18 months.
The individual mandate is a one-time tax penalty that is applied in proportion to the number of months out of the year a person lacks healthcare. There is an exemption for gaps in coverage up to 2 months.
The proposed 30% surcharge will always be 18 months and there is no blanket exemption for the length of the gap.
A person who loses healthcare coverage for a couple months through a circumstance out of their control pays $0 in tax penalties under the ACA.
That same person under the proposed replacement would spend hundreds to thousands of dollars more in increased premiums over the next 18 months.
This is not a good thing.
