Picture unrelated. I’m painting my bike frame, again. I was looking at Rust-Oleum products but they have Filler Primer and Self Etching primer, which should I use?

Self-etching primer on bare metal to get good adhesion, filler primer to build up coats over other primer or paint to be sanded flat.

RO also makes an epoxy primer in a can, though you might not be able to find that locally.
