No, recommissioning kind of just means that because the car has been sitting for a long time, everything needs to be looked over and old, worn parts need to be replaced. It isn’t road-ready as it is.

It appears that it means the car has been sitting and needs gone through and tidied up before use. Think of it like when a ship is decommissioned and then brought back into use.

A quick search on the interwebs (Ferrari recommissioning, Classic Car recommisioning), it appears that it’s pretentious classic car people speak for some flavor of restoration. Most of the examples I found were more referring to a car in good shape that was stored appropriately for a long time, then recommissioned: went thru well rather than just change the gas, charge the battery and fire ‘er up. But I’d agree, this one needs more than that. So, kind of seems like this application is “let’s call a full restoration a different name that’s currently en vogue so it doesn’t seem so expensive”

When my Corvair was left sitting for years, and I bought it, it needed some stuff done. Like all the brakes. This car won’t need bodywork and such, but in order to drivable a lot of servicing will need done.
