Either the Lexus is running a red light and your camera didn’t motion-blur the wheels, OR its brake lights are out and the driver decided to block the box. I’m guessing it’s the former, because there’s only one second elapsed between those frames.
BUT WAIT THERE’S MORE
That narrow lane to your right is for bicycles isn’t it? So the lane to the right of that must be a right-turn-only lane. The Lexus is using both of them to pass you, because apparently running red lights isn’t stupid enough.

On top of your second paragraph being 1000000% correct, she was also tailgating me even though I had like SEVEN cars ahead of me, passed a car on the shoulder behind me via speeding, and wasn’t running a front plate.
A mile down the road she entered a business driveway to make a 3 or 4 point U-turn, blocking a car trying to exit, just to head the opposite way back to where she came from.

Through a bike lane as well. Off camera there was speeding, tailgating, more illegal passing, driving on the shoulder, and no front plate.
