Precisely why did we end up with the current nose regulations again?

I believe it started back in 2009 with the new specs mandating a wider, lower front wing which was thought to be less susceptible to turbulence and loss of downforce when trying to follow closely. Later on, Schumacher nearly got his head taken off when he had spun in a corner and another car (I think it was a Toro Rosso or Force India, but I honestly don’t remember) rode up the nose of his Mercedes and nearly hit him in the face. I believe that’s when we started getting the really flat/stepped noses, then the dick-noses (or maybe these came first), and now we’re here.
