Nope, the video pulled a Harry Houdini on me. I was staring at the left shoulder and fearing the worst for the rider and completely missed the rest. Honestly, that Sequioa didn’t look like it was driving too aggressively, just being an ass. Whenever I’m in the Northeast, that’s considered tame, so YMMV.

Honestly, traffic is moving slow and the guy signaled. From this perspective, It almost looks like the cop is trying to block him. He’s accelerating and braking hard against the car in front of him prior to the Sequoia showing up. Looks like someone is having a bad day and taking it out on the people.

This was my first thought. HE ACTUALLY USED A TURN SIGNAL CORRECTLY. Usually in California you don’t turn on your signal until you are actually moving to the other lane, because other drivers just close the gap to prevent you from lane changing.

Yeah, here in the Northeast that’s pretty considerate driving. It’s a dick move, but I don’t see any traffic violations there.
Around here, you usually wouldn’t even get a blinker, just some asshole squeezing over three lanes of traffic.

Reckless driving would probably be stretch in most states. There is usually the elements of willfulness and wanton disregard for safety. If the cop wants to really make a point, they could probably cite from careless driving. If the driver doesn’t act like dick to the cop, this more likely an improper lane change citation or a verbal warning to stop driving like a dick.

In my opinion, that officer was being a jackass.
Driving slowly in the left lane, gives a free pass to the motorcyclist with too-high ape hangers, positions himself to NOT let someone into the lane in spite of them signaling, and then pulls the guy over for what seem to be completely bullshit reasons.

The difference between a valid merge and “cutting someone off” has nothing to do with the time it takes to get from one lane to the next. And signalling does not automatically grant authority to barge into the next lane, either. Any merge that FORCES a right-of-way-bearing driver to re-adjust their speed or following distance is a cut-off maneuver. If they see you signalling and VOLUNTARILY change their speed and/or following distance to accommodate you BEFORE you enter their lane, that’s how you define “letting one in”.
The first merge here (in front of the Honda) was questionable. I can’t see how big of an opening the Sequoia had. All I can see is the Accord suddenly enter the frame under what appears to be steady braking. It’s unclear whether the severity of the Accord’s braking is due to anticipation of the Sequoia, or if this was the edge of the traffic jam and this just happened to be the first instance of the Accord catching up to it.
But the merge in front of the Ford was clearly in the wrong. If the cop was trying to block him from entering the lane, I won’t try to defend that maneuver, but you can tell by the road markings that the Sequoia driver bullied his way into the lane without hesitation, leaving minimal room between their bumpers. He cut the Explorer off, and I’m glad that he got pulled over for it.

The space in front of the cop is quite hard to see from the vantage point of the camera. But the way the cop hit the brakes hard a couple of times suggests there was not enough space to merge. Just because the guy had his indicator on does not mean the cop had to make a space for him.

What I see are indications of the cop hitting the gas and then hitting the brakes, hitting the gas and brakes... classic asshole-who-won’t-let-someone-in behaviour.
I’ve seen that behaviour MANY times in my 20+ years of driving.
