where in Virginia? if it’s somewhere near DC I could see it belonging to someone working for another country’s embassy. I remember in the ‘90s there was a couple I’d encounter at the garage I worked at who driving a Citroen something or other (edited: it was a BX.) I’d never seen before or since. apparently they’re allowed to bring their vehicle with them so long it goes back with them at the end of their assignment.
though I would expect such a vehicle to have Consular plates issued by the feds, not state plates.
edit: or maybe not, there apparently have been at least a few which have sneaked over.

To say Wegmans is a grocery store does not do it justice. Their produce section alone is larger than the entirety of two of the more local grocery stores. My wife gets anxiety in there, since it’s so vast and easy to get lost.
