I’m betting vehicles with “higher seating positions” end up with this hack in order to keep from rattling against the solid bits of the seat.

The Mini has them. Keeps the belt clips from rattling against the center console.

Soft side of an adhesive velcro strip works well. Save the loop half of the velcro for another project and another day.

It’s only for NVH. Gets added to a lot of buckles that might rattle against the center council.

Possibly. I’ve had mostly GM products from the 90's, except for my one Ford (94 Probe) which was a Mazda anyway.

It’s on every single front passenger seat belt I’m aware of, it’s on the drivers side if the OEM uses the same part number for both front belts. The reason is the mostly unoccupied passenger seat will rattle against the center console constantly without one. The felt bad is usually color matched these days, however.
