It makes sense to me, but only after some thought. It’s poorly worded if you want people to quickly understand and comply with the rule/warning.

To a legal person, disposition is an okay word, it can mean relinquishing property. I think they want to say whatever you do with it, because lots of those things you would want to dispose of but instead, hand off to a friend... “Hey Jim, can you come down and take all these illegal firearms off my hands so that I can go to Vashon Island... Oh it’s so nice out there this time of year... you know, the usual for an illegal arms dealer, we are going to hit up some antique stores and some wineries... but Jim, get down here and take these guns off my hands we want to get on the next ferry.”
