Any discussion of term limits needs to include limiting the amount of time an individual can serve on the Supreme Court.
With medical advancements, and people living longer and longer, it is possible that a future Justice could spend the better part of a century in the high court. No bueno.

I feel like term limits are a dangerous way to go, as it means that you no longer have experienced lawmakers in office, and the lawmakers that are there are even more dependent on lobbyists feeding them information.
We absolutely need to change how we elect Congress, so that they actually represent all of the people, but I think term limits will hurt more than help.
Personally, I’m for making the House be elected through a proportional list system. So, you won’t vote for a seat, you’ll vote for a party, and any party that gets at least 1/435 of the national vote gets to fill a seat. Gerrymandering is eliminated so every vote across the country counts (including red votes in blue districts and blue votes in red districts), and if you don’t like either the Republicans or Democrats, voting for third parties actually counts for something.
Leave the Senate alone as the body that represents areas (states), so you have representatives both from your party guaranteed, but also from your area guaranteed.

There was a Dan Carlin common sense show which went “congress is a quagmire, and that’s just the way they want it. They can wipe their hands of any responsibility and then go back to their constitutes and say “we tried”. So I think these EO are going to continue in scope and impact.”
