I’m not sure how it works in New Jersey, if they have the year sticker in the window, but if I didn’t know any better I’d say this is expired.

A quick google says that the assembly plate means the owner is a member of NJ Legislature. The letters on the left are their initials.

State govt. plates mean they get left alone by cops unless theyre truly dangerous. so they get to speed a bit cause they cant be late for lawmakin.

US Congressmen have built in protection in the Constitution:
he Senators and Representatives...shall in all Cases, except Treason, Felony, and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same
Though I think the courts have generally held that this exemption only applies to civil cases.

We did away with license plate stickers a few years ago, so older plates still have stickers on them, but newer ones don’t. That’s why plates with Years like “07" or “09" are still valid and totally legal.

If NJ is anything like CT, we did away with the registration & emission stickers years ago. From my understanding it was to save about $80,000 a year for each.

The courts have interpreted it very narrowly, so it probably wouldn’t actually hold up. Also, even if they can’t be held, they can still be fined, or arrested when Congress is not in session. The law exists mainly to prevent rigging votes by arresting opposition voters.
