No. You can order licence plates from garages/MOT centres and automotive stores which are spaced correctly but you can also buy them from eBay as either legal or show plates.

There are three formats.

Prefix = A123 BCD =1963-1983

Suffix = ABC 123D =1983-2001

and Current = AB12 CDE =1st September 2001+

Each of these plate formats can be bought with desired letters and numbers to say what the owner would like.

Certain exceptions apply.

They are trying to bring out new plates and have them only be made by certified outlets.

Some want plates made out of shatter plates that would shatter if removed from a car or smart licence plates that have chips in with details on the vehicle.

For once, it actually seems like the way the United States does it is much simpler. You register your car with the state government, and they issue you a license plate number. If you want a specific message, your pay a little bit extra and apply for your message. The plate number is in the system along with what car it is registered to at the time and the owners information. If you tried to put a plate on the car that it doesn’t belong to, The police will know as soon as they run the plate number. Basically as long as you do not swap license plates and keep your registration sticker up to date it is impossible to have an illegal license plate.

Other than the authorities giving you the physical plate it’s similar here. Though the licence plate once issued stays with the car for life unless you apply for a private plate.
