I see the first one on a road near my house at least once a week. It’s because they go the wrong way in a traffic circle and then get caught driving into oncoming traffic.

I don’t know the actual rule, but I do it as well and pretty sure you could get ticketed for it should an officer actually care. Moving so far up into the intersection while waiting to turn and then turning when the light changes and oncoming traffic stops, probably not legal. I’m going to assume everyone really should be waiting behind the line and either turn when it’s clear or sit through another light. - @ :28 seconds in. Stopped watching at that point.
Maybe someone was waiting to turn and had to wait a second more because you had to finish your turn?

.....probably not legal.
Not only legal, but actually encouraged by many state’s driving handbooks. It is called “claiming the intersection” an ensures at least one car can make a left turn per cycle even when there is no left arrow.

A light I go through every morning is programmed to be flashing yellow for left turns while the main road has green lights - the side streets are much smaller by comparison. But of course, when the light changes, it goes yellow, to red like normal. It makes me furious when someone stops behind the line for the flashing yellow, only to then be trapped when the light goes red of course. Like, the flashing yellow means, in fact, proceed with caution, yielding to oncoming traffic. But it does NOT mean stop behind the line, especially while still flashing. And by the way it didn’t used to flash between cycles, and it killed me to sit there while HUGE gaps in traffic went by the other way. It’s only a 2-lane road. It saves me probably a full minute every morning, the way the light cycles.

Going once again along the point of people stopping in the NOT-turn lane to make a turn: I’ve had multiple occasions of people in extra-wide roads with no marked lanes stopping on the rightmost part to make a left turn. Particularly in the road to/from my apartment. It’s at least 3 1/2 cars wide. You think these people could at least be a little courteous and not needlessly block people behind them, but no...
