No, it isn’t. “Rule of experts” has always been fraught with the risk that experts are not, actually, very expert at anything but claiming expertise, and the viability of nonspecific political expertise is very much in question. Also, the New Yorker sniffs its own farts.

Just to play devil’s advocate (I happen to agree with the cartoon):
Flying civilian aircraft is a well-established profession with standardised equipment and fed by a fixed, rigid education system. Pilots are regulated and maintain strict certification standards throughout their careers. The reason is simple—a complex job with people’s lives in your hands mandates eliminating as many operational variables as possible.
There is no POTUS Training Institute, License or Certification. Or even a defined prerequisite career path.

The analogy doesn’t really work because the people who have the expertise to run the government on a daily basis are not the elected politicians but the hired or appointed bureaucrats. The elected office holders very often have little or no specific training before taking office. Our outgoing president is one example.
Really, our government was not originally envisioned as being run by career politicians.

Career politicians are a necessary evil with how large the country is. Running anything larger than a city part-time just doesn’t work. You need to devote 100% of you time when your government is handling millions of people.
